Rule §6.5 advance pooled retirement architecture. Verified whole tonnes are retired upfront in public registries before individual attendee kilogram allocations.

Retirement Pool Invariants (INV-11 & INV-12)

INV-11: Sum of allocated kilograms within any block cannot exceed tonnes × 1,000. If an open block reaches capacity, subsequent purchases enter state PAID_UNALLOCATED until the next block is retired.
INV-12: No contribution is EVER marked ALLOCATED to a block that is not already verified and retired on the public registry.
