Rule BR-056 Fairness Invariants
1. Strict Sample Thresholds: If sample size n < minimum, the engine refuses comparison with insufficient_data instead of showing misleading averages.
2. 50% Range Overlap: If 80% confidence bands overlap by > 50%, the verdict is classified as "similar" regardless of central point estimates.
